I keep receiving mail addressed to my home, where I have been the tenant for over 42 years, the person does NOT and never has lived at my address and is unknown to us. I have sent the letters back, looked for a telephone number or someone to contact to tell them, please do not keep sending and still they come. What do I have to do to get through to you.

How can they even operate? I receive a fee because the reader in the bus did not read my contactless even though the light went green AND it states clearly on my bank statement that I paid for the journey. I sent all evidences showing that I paid for the £1,50 but my appeal has been totally ignored! The lady that charged me told me not to worry as sometimes machine don't work properly and by sending evidences plus requesting CCTV to be checked I should be fine. What A JOKE, seriously, so now they are harassing me to pay £120 fee for a journey that I paid for! Plus their communication with me has been rude and disrespectful. I am in total shock of their behaviour, absolutely not professional nor considering. Basically, not matter what if you get a fee from TFL you are just screw up and you have to accept the fact you will be scammed! It's absolutely unacceptable!

IRCAS have sent us a demand for an increased £80 fine for not paying, the original £40. My son never received a notice on the day as they claim nor did we receive a letter for the original offence, we explained this and offered to pay the original £40, as that was our first notification. They rejected this, and send the cheque back. We wrote back explaining that whilst we had been denied the opportunity to either appeal or pay the lower fine we felt ity fair that we should only be liable to pay the lower fine. IRCAS again refused this offer, returning our cheque a second time stating they cannot be held responsible for Royal Mail not delivering the letter, but why should we be penalised and be denied the opportunity to pay the original fine or appeal.
You cannot contact these people without incurring a massive telephone bill and you would hope common sense would prevail under the circumstances. We are not refusing to pay the fine incurred by our 13 year old son but we do object to being denied the opportunity to pay lower fine

Absolutely horrible experience. This company should not be allowed to be the 'independent collector' and at the same time adjudicator of disputes. No phone number to contact them directly. If any, the most expensive numbers.
I genuinely misplaced the initial penalty fare given to me on 2 May with a balance of 15 pounds to pay. I tried to get the details to pay online but was hoping I can still pay it when reminder came.
Instead what do I get on 13 June? Final Reminder of 85.40!!! They said they sent subsequent request for payment after the initial penalty? None. They did not send me any earlier letter or if they did, still on its way.
They have too much power. What a scam and the pressure to pay is horrendous

Total Bullies, They use the system to charge you illegal fares. They charge me penalty fare saying that I didn't "touch in" with my contactless, They threatening me, saying I was a criminal, coerced to pay straight away. Saying that I was the only way to pay half of the penalty, turns out was lie(You can have 21 days to appeal or pay the penalty). When I checked my balance in Tfl website, everything was ok, the site showed I was right.

My daughter received a penalty notice which only came to my attention with the second demand as being a teenager she didn’t tell me about the penalty at the station so I would like to be clear I am not disputing the penalty. My issue with IRCAS is that they send out the demands for payment by second class mail. By the time the demand had reached us, a full 17 days after the date of issue the fine had reached a whopping £90 as you only have 14 days to pay. £70 of this is an administration charge. How any company can justify that hike is beyond me as is how it can take 17 days for a second class letter to reach it’s destination. I have just received another demand (although I have paid the fine) dated 10 days before receipt of the letter which tells me it is common practice for them to delay sending notices so that you have no choice but to pay the inflated costs. Scammers in an official capacity.

IRCAS - An illegal extortion regime in guise of an independent authority
My personal experience brought me here. Reading through the various reviews - The modus operandi is quite clear! Take every penalty and increase the dues to atleast 2-5 times the original penalty - even if it is evident that the penalty was wrongly issued.
This organisation is setup to make money and is not independent. Extortion, unfair, incorrect, not objective, day light thieves are some of the terms the should be associated with this company.
There is a conflict of interest and should not be an appealing body. This is a debt collecting agency with a clear agenda to maximise extortions.
It really is surprising that they are continued to operate as they do with no regulatory implications for what they claim to be as an independent appealeate body - Shame on the organisation and should be stripped of its operating company status. They have a thing or two to learn from Ofcom, Ofgem on ethics, probity and how to operate as an independent body.

Issued a ticket takes my details incorrectly on notice (for travelling 1 extra stop by accident). Loose said ticket, try to pay by quoting my address, no fine against my address.
Find ticket 1 month after , go to pay and get told I have £90 to pay rather than £20 as its late.... try to explain i had previously tried paying but the "Customer service" but they wont hear any of it and only send copy and pasted emails threatening legal action and debt collection if i did not pay!
IRCAS is nothing more than an extortion racket and the "independent reviews/ appeals" are all buddy buddy with IRCAS therefore how they can be judged to independent is ridiculous

Completely ignored my appeal reason with a standardised response on my rejection. No option for a further appeal so now I have no choice but to pay within 14 days...
Honestly though, where is the motivation for this private company with a profit of over £100k for the year to Aug-16 (imagine £270 per day of profit, which is after deducting all staff expenses, fancy computer equipments and any remuneration to 8 directors) to be taking our appeals "independently"?
Imagine this:
To do their job "independently" and potentially result a poor relationship with the 18 train companies they work with? They risk losing their revenue stream and the bankruptcy of the company.
To mute the angry commuters? Simply avoid contacts via creating a complicated appeal system and adding charges to any calls.

This "organisation" and their apparent process feels like a total scam/con. For starters why is the "independent appeals service" the one that is collecting the money!
It is one thing to have an appeal denied (40 GBP fine). But I feel like I was totally conned that they never sent the promised email or letter informing me of the outcome. So when I check what is happening the fine has doubled to 80 GBP!!!!
Then they have the audacity to charge 30 GBP "Administration Fees". Plus then a 0.25 GBP Card Fee just top rub even more salt into the wounds.
AVOID THEY AT ALL COSTS!!!! As it will cost you!!!!!

IRCAS claim to be independent and an unbiased aid to help passengers who have been fined travelling on public transport. This is a complete lie - If they are:
1.Why then is there no way of contacting them?
2. Why is everything based on time and threat of further costs?
3. Why are 'applicable administration fees' unreasonably extreme?
This company is a debt collection agency working with cover of a support service.
The story very briefly and of unimportance- My daughter purchased a ticket from Norwich to Chelmsford using her under 25 railcard. She travelled without it and received a fine for failing to carry it. She did not dispute the fine and it resulted in a further £75 fine to pay in addition to the ticket she purchased and the young persons railcard.

Made an appeal on behalf of my parents, who have now reached their 80's. Mum swapped bags and forget to transfer their Freedom Passes. This bunch of legal criminals stated that showing it later was not valid, pay the money. £40 to them is a lot of money and I am going to pay it for them. My only hope is none of them ever reach old age and get forgetful. And, as another reviewer stated, there are no mail addresses, phone numbers etc. to get hold of anyone. Legalised robbery!

Stay away . If You are unlucky enough to get ticket , pay straight away . If You leave it and they top class legal thieves are involved - You lose , they will rip You off.
Disgraceful Company
This company's admin department are an utter disgrace, they sure as hell know how to make there money. I received a £20 fine which I accept, even though the barriers I went through with my oyster card are frequently out of order or sometimes do not take payment from your oyster card when they are left open by South West Trains but I still accepted this fine.
I then had a bereavement in the family for which I had to fly to Ireland and the fine was distant from my mind. When I returned home I find not 1 but 2 letters from IRCAS admin department stating one stating that I owed £55 and the second stating that I now owed £90 which I think is an utter disgrace and there is no way of contacting IRCAS, as no direct numbers is supplied and the one that is, is a automated service so I have a few questions for IRCAS.
How do we directly contact you so you can discuss situations such as the above?
How can you send 2 letters in such a short time span from each other?
How can you justify a fine going from £20 to £90?
How are you going to help me and people like me?
