While agreeing in principle with…

While agreeing in principle with policies to reduce pollution from vehicles, the implementation should be transparent, fair and easy to access and understand for all of those who may potentially be charged. This is not the case for London's implementation of ULEZ. I have seen some unsympathetic comments from those who know about ULEZ and what to do, but they reflect only part of the potentially affected population, which includes overseas visitors. Also there is an implicit assumption in the implementation that you need a smartphone and have the wherewithal to negotiate various sites and instructions - and don't mind the invasion of data privacy for information that you give Transport for London. There is room for improvement on 1: road signage; 2: directing road users to help, eg a helpline manned by a person; 3: an understanding that ULEZ may not be familiar to some visitors, especially those from overseas; 4: visitors may need more than 2 days to work out what to do, register, compliance, set up account etc.,;5: pay per 24 hour period from entering the zone; 6: seek to help people rather than fine them for inadvertent non-compliance.

There are worse implementations, just try Oxford, and work out where and when the zones begin and end, and you can't get your payment back if you didn't need to pay it.

In Austria, you need to buy a limited period licence to drive on some of the motorways, but there is almost no signage about that requirement.

Back to ULEZ, if you are pursued for a debt, it is a civil debt, which is increased in multiples. Well, whilst some disincentives may be needed to 'encourage' driver compliance, do we want compliance enforced by debt collectors and bailiffs?

I notice that ULEZ has not responded to Trust pilot reviews and may not even read them, unlike a number of other organisations that are concerned to improve their ways of working. How then, and if at all, do the ULEZ administrators improve their system and take into account users' comments? There is a hint of arrogance in such a non-response.

Very unhappy after I had paid the ULEZ…

Very unhappy after I had paid the ULEZ charge only to get a PCN. This is because I didn’t tick the day on the calendar that I drove in to the zone on. Very difficult to pay via the app as it blancs out the day before. I commute very rarely to London now but this has made things more difficult. I have informed my MP who will be discussing this in Parliament. What can we do if we pay the charge and still get a PCN. So it’s £102.50 to travel to London.

Receive PCN for driving already paid!

The team's total lack of competence. I'd never received a ticket for a prepaid van ride in a ulez zone before. This time, I received two PCNs, for a ride that was paid already for with a one single transfer. Of course, I intended to appeal, but after logging in to the website, I noticed that the next PCN had been deleted, just like the previous one. Still waiting for one more 🤦🤦🤦. The total incompetence, the total mess , and the mess in the system exposed me to unnecessary stress and anxiety.

Beware this is a total rip off

I went into London and spent two hours trying to pay the £12.50 charge that evening. I finally got one receipt via text on my phone but latter discovered they had taken the payment twice. You cannot get your money back and the the Chat on TFL sends you to a web site called Expert Squad this company is a subscription company that will take every penny out of your account . It is owned by another company TSFF Holdings Ltd and is based in Cypress. The banks should block them and the Financial Ombudsman should investigate them for corruption and being listed on a government web site.

Appalling payment systems

Paying the ULEZ charge.
I visited London and following my arrival home attempted to pay the day’s ULEZ charge, having previously registered my vehicle and set up a credit card for payment. However, regardless of trying several times to make payment, whenever I chose a zone, as requested (I selected ULEZ), I was immediately presented with a map of the ULEZ and then asked for the address visited. However, despite providing this, there was no way to proceed. Regardless of whatever approach I tried using other on-line payment options I ended up with the above map and still unable to proceed.
I then gave up on-line and decided to pay by phone. The first problem was when I gave my registration number, I was then asked to provide the colour and make of vehicle, the example given was ‘blue Ford’. Accordingly, I said ‘grey Honda’ which resulted in this not apparently matching their records. I then tried ‘Honda Grey’ with the same result. From desperation I then tried ‘Grey Honda CRV’ which was accepted! The website does not request the model, causing both delay and irritation.
Once I was eventually able to make payment, I received two confirmatory texts one minute apart but with the same receipt number and had to check with my Credit Card provider to ensure only one charge had been made.
Both systems result in a user spending significant time simply trying to make payment. Additionally, in travelling from Hampshire to Beckenham, Surrey, no signs were seen indicating that I was entering the ULEZ.
While I have no issues with the concept of ULEZ, the associated online system appears to be unuseable and the telephone payment system is clearly inaccurate and poorly designed, both systems could easily result in the issue of a PCN!
In my opinion, the user interface of both systems, appear to have been poorly specified and in need of urgent re-specification, analysis and amending to make them user friendly and as such provide users with easy ways to pay the charges.
As part of a ‘public’ service, in my opinion, in their current form both payment systems are a disgrace.

This is a SCAM website

This is a SCAM website. Not only do they charge the £5 extra, they send a confirmation email which has spelling mistakes in it, and most importantly they do NOT actually pay the money to tfl, so your car is not covered to drive within the ULEZ area and you will incur a penalty charge. AVOID.
