Seko ultimately delivered, but required unusual effort. Caution advised.

Recently has 5 packages coming from Amazon in short period of time. Unusual for me. The two sent by SDHL, as always, arrived quickly, well ahead of date due for delivery>
The three sent by SEKO did not arrive. Know Seko always slower and sometimes had packages incorrectly returned to Amazon, typically marked "prohibited" and then cleared customs, but Amazon return process underway anyhow.
Reported to Amazon and they opended investigation. An email from their Corporate Customer Relations in part stated:
"
I've completed a detailed review of your recent international shipments and confirm that several of your order's successfully cleared Costa Rica customs, but were later returned after being incorrectly marked as prohibited by the carrier. We also confirmed that DHL's shipment to the same destination followed normal delivery procedures, which helped us identify this as a carrier-specific issue, not a customs or item restriction problem.
Because this has occurred multiple times. We've escalated the matter to our shipping and carrier operations teams, so they can investigate the handling of these shipments with our delivery partner."
I was able to provide a little additional info and my email address to Seko through Trustpilot once they responded to my initial review.
The good news is that following all of the above, Seko did act rather quickly to locate and deliver packages to me over a couple of days.
Knowing how logistics through customs work in Costa Rica and understanding that Seko, unlike DHL, had no network on the ground but operates through partners, it is easy to understand why from time to time and recently 3 times uniformly packages were marked incorrectly as "prohibitied." A partner can add to tracking and if see anything other than cleared customs is evident can mark pack "prohibited, undeliverable," etc.
There's an easy fix. Customs here generally updates status electronically only prior to a package truly being marked as "prohibited." By law in Costa Rica, when actually "prohibiting package from entering Costa Rica a document is issued and provided to party authorized to receive package with a case number ("expediente," other identifying info). If the Seko system required that any designation of "prohibited" or similar require upload of a scanned customs prohibition document or even a photo of it from a phone, this would prevent the problem. Everything official and important in Costa Rica still always involves a paper document.
Customs often have minor delays of under an hour to a few hours. Partners may not understand system or in some cases it is known will mark packages as "undeliverable" because they are getting through customs slowly and the receiving agent simply doesn't want to wait.
System I mention should eliminate substantially all of this and if abused by uploading invalid documents would have an electronic paper trail.
I am not yet ready to order again on Amazon anything I urgently need due to risk Seko might deliver rather DHL. Most recently I placed an order for items I will need urgently around end of January and because of recent experience these were not ordered on Amazon, but elsewhere and are being shipped through my Florida freight forwarder that will use DHL for delivery.
I will try out Amazon for a less urgent order, but not anything high value or time sensitive until I see what was broken is fixed.
All of this said, I am grateful that Seko took the non-delivery of three shipments quite seriously (with Amazon's review certainly not irrelevant) and I have muy itemns within timeframe I need them.
Seko's response and the tenor of emails I have received leave me optimistic that neither I, nor the many in Costa Rica who order from Amazon with the partner delivery (and a bunch I know personally who have stopped doing this due to Seko non-delivery at times) will see a problem-free operation going forward, however Seko resolves it.
My initial review was 1-star. But because Seko management has done what was ended to get packages to me ASAP have revised to 3-stars>
