Our shipping criteria specifically indicates we do not ship to PO Box addresses. When you signed up you provided a billing address that was a street address in Montreal. You then placed an order for a remote location with a PO Box, in violation of our policy.
There are no regulations or laws for free shipping.

My bottle of Apple Cider Vinegar was broken in the bag that it was packed in. The bottom of the bottle was broken right off.
